Arrival of the citizens of the Russian Federation
To enter the Kaliningrad region the citizens of the Russian Federation shall produce a foreign or domestic civil passport.
To arrive in Kaliningrad by plane, it is enough to have a domestic civil passport with you.
You can travel to Kaliningrad only by ONLY by air. PCR test is not needed.
Arrival of the foreign citizens to the Russian Federation under the COVID-19 pandemic conditions
To clarify the possibility to travel to the Russian Federation and such visit conditions, as well as receive information on a Visa issuance, please IN ADVANCE visit the official web-site of the Ministry of Foreign Affairs of the Russian Federation or the consulate in the country of your residence.
Official invitation to the congress and confirmation of the hotel booking is provided for free.
The foreign citizens must have a valid passport and visa to enter the territory of the Russian Federation (apart from the countries whose citizens are eligible to enter the Russian Federation visa-free).

For the sake of the national security, protection of public health and non-dissemination of the new corona-0virus infection within the territory of the Russian Federation as well as in compliance with the Instruction of the Government of the RF N 635-r dated as 16th of March, 2020 the rules and procedures on entry of the foreign citizens to the territory of the Russian Federation was modified.
The Russian Ministry of Foreign Affairs temporarily suspends the issuance of uniform electronic visas for foreign citizens.
Foreign citizens can enter the territory of the Russian Federation ONLY through the airport checkpoints!!

The citizens of the member states of the Eurasian Economic Union, the Republic of Tajikistan, the Republic of Azerbaijan, the Republic of Moldova, the Republic of Uzbekistan and Turkmenistan are allowed to enter upon submission of a negative coronavirus infection laboratory test result displayed on the mobile application “Travel without COVID-19”. This test shall be taken not earlier than 3 calendar days before arrival to the territory of the Russian Federation.

Other foreign citizens (from the countries on the list below) must have a medical document (in Russian or English) confirming the negative PCR test for COVID-19 result. The PCR test shall be carried out no earlier than 3 days before arrival to the Russian Federation.

The citizens from the rest of the countries can enter only under special occasions.
